What documents you need to sell on a marketplace
To sell legally on Wildberries, Ozon or Yandex Market you have to close two separate blocks of paperwork: documents on the seller (registration as a sole proprietor, an LLC or a self-employed person) and documents on the product (certificate of conformity, declaration of conformity, SGR, refusal letter and Chestny Znak labeling). The exact set depends not on the platform but on the product category: one SKU only needs a refusal letter, another needs a TR TS certificate plus mandatory labeling.
The short answer: first you register your seller status, then you use the TN VED code to work out which permit document your category requires, and in parallel you check whether the product falls under mandatory labeling. Without that the marketplace either blocks the card at moderation or pulls it later and issues a fine.

Two blocks of documents: on the seller and on the product
Sellers often mix these two blocks up and assume "marketplace documents" are a single thing. In practice they are two independent tracks.
Block 1. Documents on the seller — they prove you have the right to trade:
- INN (tax ID) and status: sole proprietor (IP), LLC (OOO) or self-employed (the NPD tax regime).
- A settlement account for payouts from the platform.
- For an LLC — the charter and the details of the director; for a sole proprietor — the EGRIP registry entry sheet.

Block 2. Documents on the product — they prove the product is safe and legal:
- Permit documentation: a certificate, a declaration or an SGR.
- A refusal letter — when certification is not required but the platform still wants confirmation.
- Chestny Znak labeling — for products on the mandatory list.
- Proof of brand rights — for branded goods (a trademark or a contract with the rights holder).

Four types of product documents
1. Certificate of conformity (TR TS). Issued by an accredited body after laboratory testing of samples. Required for high-risk goods: children's clothing and toys, electronics, dietary supplements. Valid for 1, 3 or 5 years; budget roughly 15,000–50,000 ₽ for a typical product.
2. Declaration of conformity (TR TS). The seller declares conformity on the basis of their own testing or the supplier's testing. Required for medium-risk goods. Cheaper than a certificate — 8,000–25,000 ₽.
3. SGR (state registration certificate). Issued by Rospotrebnadzor, the consumer protection watchdog. Required for dietary supplements, medicated cosmetics, cosmetics for children under 3, disinfectants and mineral water. Valid indefinitely as long as the formula does not change; it takes 1–3 months to obtain and costs 30,000–80,000 ₽.
4. Refusal letter. Confirms that the product is not subject to mandatory certification. Needed for categories with no requirements when the marketplace asks for a document anyway (some home textiles, decor). The cheapest option — 5,000–15,000 ₽.

Chestny Znak labeling is a separate mandatory requirement
Labeling is not a kind of certificate — it is a parallel requirement. A product can need a certificate and labeling at the same time. Chestny Znak is the state traceability system in which every unit of a product receives a unique Data Matrix code that is tracked from production to the buyer.
As of 2026 mandatory labeling covers, among others: a large share of clothing and footwear, perfume, dairy products, bottled water, tires, bicycles, and part of the toy, cosmetics and household chemicals categories. The list is extended every year.

How to work out what your specific product needs
There is one universal entry point — the TN VED code (the foreign trade commodity classification code). Both the permit documentation and the labeling requirement follow from it.
- Determine the TN VED code. Importers usually have it in the shipping documents; everyone else should ask the supplier or look it up in the online TN VED registry.
- Check the permit document against the risk level of the category. High risk goes to a certificate; medium to a declaration; specific categories to an SGR; low risk to a refusal letter or nothing at all.
- Check the labeling requirement. See whether the category is on the mandatory labeling list on the Chestny Znak portal (chestnyznak.ru).
- Check brand rights. If the product is branded you need a trademark or a contract with the rights holder, otherwise a complaint will land on the card.

Documents by typical category
- Adult clothing: usually a declaration or a refusal letter; a large share falls under mandatory Chestny Znak labeling.
- Children's clothing and toys: TR TS certificate; part of the toy range also needs labeling.
- Cosmetics and perfume: declaration or SGR (children's under 3, medicated); perfume requires mandatory labeling.
- Dietary supplements: SGR is mandatory, and it takes 1–3 months to obtain.
- Electronics and appliances: TR TS certificate; cameras and flash lamps also need labeling.
- Food: declaration or TR TS certificate; dairy and water require labeling.
Treat this as a rough guide, not a substitute for checking by TN VED code: inside a single "household" category the requirements differ from SKU to SKU. Always build the cost of documents into your SKU unit economics — at the launch stage this is real money.
What Wildberries and Ozon check and what happens without documents
The marketplace does not issue documents for you — it demands and verifies them. Permit documentation is uploaded to the dashboard: on WB into the "Documents" section, on Ozon into the "Certification" section. Labeling codes are passed through a UPD (universal transfer document) over EDI when you ship.
What happens without documents:
- At moderation — the card will not pass and the product never goes on sale.
- After launch — the card goes into review mode or is pulled, and sales stop (see Card under marketplace review).
- During an inspection — card penalties and, for labeling, fines for unlabeled goods with confiscation (see Wildberries card penalties).
Order of actions before launching an SKU
- Register your seller status (sole proprietor / LLC / self-employed) and open a settlement account.
- Determine the TN VED code of the product.
- Use the code to determine the permit document (certificate / declaration / SGR / refusal letter) and obtain it before publishing the card.
- Check the product against the mandatory labeling list; if it is covered, connect Chestny Znak before the first shipment.
- For branded goods, prepare proof of brand rights.
- Upload the documents to the dashboard and pass the labeling codes over EDI.
- Set a reminder 90 days before the certificate or declaration expires — the platform blocks the card automatically on the expiry date.
Common mistakes
Mistake 1. Sorting out documents after launch. The order is the other way round: documents first, card second. Otherwise sales stop for weeks.
Mistake 2. Assuming a certificate equals labeling. These are two independent requirements. A product frequently needs both at once.
Mistake 3. A document from a non-accredited body. "Gray" certificates issued in a day for 5,000 ₽ are not in the Rosakkreditatsiya register — the marketplace will reject them.
Mistake 4. An expired document. The marketplace blocks the card on the day the certificate expires, even if the product is selling well.
Mistake 5. Using self-employed status for resale. The NPD regime only allows the sale of goods of your own production; resale requires a sole proprietorship or an LLC.

Frequently asked questions (FAQ)
"What documents do I need to start selling on Wildberries or Ozon?" "Can I use my supplier's certificate?" Sometimes yes, but you need written confirmation from the supplier that the document is valid and that you have the right to use it. For dealers, the importer's certificate often does not cover the sale.
"Can a self-employed person sell on a marketplace?" Yes, but only goods of their own production. Resale requires a sole proprietorship or an LLC.
